Commission on Drug and Alcohol Abuse
 
The Commission seeks to assist County residents who have problems with drug or alcohol abuse.

The Lackawanna County Commission on Drug Abuse is the Single County Authority (SCA) for the substance abuse system within the county. As such, the SCA is responsible for the delivery of a comprehensive array of services in the areas of prevention, intervention and treatment. The SCA must assess local needs, develop programs responsive to its target populations, and ensure the maintenance and support of cost-effective, quality services which address the health and welfare concerns of the residents of the county.

In order to achieve its goal the SCA has forged partnerships with a number of entities within the community with shared common interests. This has proven to be very beneficial in an environment where ever changing mandates on both state and federal levels require collaboration and innovation among diverse segments of the population. The SCA is committed to furthering these efforts in the future and to strengthen its client advocacy role. In doing so it will continue to fund only those programs which can show a documented need for service and which demonstrate both fiscal and programmatic responsibility.

The SCA has management and direct service responsibilities in the following areas:

  1. Administration – programmatic and fiscal oversight of the drug and alcohol system within its county jurisdiction. This includes, but is not limited to, planning, development, support and maintenance of a comprehensive d/a system responsive to local community needs while ensuring compliance with state and federal regulations and guidelines. Of primary importance is maximizing the search and procurement of all available monies from diverse funding sources.
  2. Prevention – primary source of most school-based and community-based programming in the county. Activities include, but are not limited to, curricula training in substance abuse, violence prevention and tobacco; PDE SAP trainers to northeast school districts; support group facilitation at elementary, middle and high school levels throughout the county; in-service training for school faculties and social service agency staff; community organization in the development of “Partners in Prevention” initiative; parenting programs; sponsor conferences, organize semi-annual multi-media campaigns, and present diversified education and informational programs to the general public.
  3. Case Management – the point of entry into the drug and alcohol system for all Medical Assistance eligible clients, former welfare recipients, the under-insured or uninsured in the county. Services include assessment, level of care determination, referral and placement, case management and intensive case management. Served as lead agency in the development of common service management protocols for SCA client populations in the northeast region, in the development of the ACT 53 court protocols in use in local and regional courts, and in the planning, implementation, and support of the county’s drug treatment courts.
  4. Tobacco Control – primary contractor for the Department of Health in Lackawanna County. Responsible for the planning, development, and management of a comprehensive tobacco prevention and cessation program with broad based community involvement (i.e. school districts, universities, hospitals, research institutes, treatment facilities, police departments, anti-tobacco coalition, athletic leagues, etc.).
