Request for Qualifications for the Management of the Emergency Rental Assistance Program


NOTICE IS HEREBY GIVEN that pursuant to a fair and open process, sealed submittals will be received and reviewed by the County of Lackawanna (“COUNTY”) Board of Commissioners (“Board of Commissioners”) for the provision of services to eligible individuals served by the Department of Health and Human Services. This RFQ will be used in applying for funds to provide services for January 31, 2022 through December 31, 2025.

Lackawanna County Department of Health and Human Services is soliciting proposals from qualified agencies or institutions to manage the Emergency Rental Assistance Program. ERAP is a federal rent and utility assistance program established to prevent evictions and utility service shut offs for households impacted by the pandemic. ERAP provides rent and utility assistance to qualified renters throughout the County. The qualified agency will assume responsibility for all aspects of ERAP from application review through assistance payment as well as collection of data for monthly and quarterly reporting. A qualified agency and/or individual will be selected through a competitive, quality-based, fair and open process at the sole discretion of the Lackawanna County Department of Health and Human Services based on recommendations of the RFQ review empaneled by the County.
