Request for Sealed Bids for the McDade Park Pool Renovations and New Bath House Construction
The Lackawanna County Department of Planning and Economic Development, on behalf of the Lackawanna County Commissioners, will receive Sealed Bids for the McDade Park Pool Renovations and New Bath House Construction until 11:00 AM EST on Wednesday, January 25, 2023 at the offices of the Lackawanna County Controller, 123 Wyoming Avenue, Scranton, PA 18503 and will be opened, read aloud, and recorded that afternoon at 2:00 PM EST in the Lackawanna County Commissioners’ Conference Room, 5th Floor, 123 Wyoming Avenue, Scranton, PA 18503. All bids shall be sent to the Controller’s Office by courier (USPS, UPS, or FedEx) for tracking. Hand delivered bids will be accepted by the Controller’s Office. Bid Envelopes/Packets are to be sealed and plainly marked with the Project Name and contain all the specifications and the 10% Bid Bond along with all other pertinent information.
Project consists of site preparation and improvements including building and site demolition, site work, construction of a new bath house, and all items as identified on the construction documents.
Interested bidders are required to attend a mandatory pre-bid meeting on Wednesday, January 11, 2023, at 1:00 PM. Bidders shall assemble at this time at the McDade Park Pool, Bald Mountain Road, Scranton, PA 18504.
On or after Tuesday, January 3, 2023 electronic copies of the bid documents can be obtained by contacting the office of H.F. Lenz Co., Consulting Engineers, 1407 Scalp Avenue, Johnstown, Pennsylvania 15904, attention Ms. Kerri Muha at kmuha@hflenz.com. In order to be eligible to submit a bid, prospective bidder must register and receive the bidding documents directly. For a non-refundable fee of two hundred and fifty dollars ($250.00), bidders can pick up one (1) complete set of the Drawings and Specification Documents for the McDade Park Pool Renovations and New Bath House Construction, at the office of H.F. Lenz Company, Consulting Engineers, 1407 Scalp Avenue, Johnstown, Pennsylvania 15904, attention Ms. Kerri Muha. Shipping will be via standard delivery for an additional fee of $50.00. An electronic copy of the bidding documents sent via email will be at no cost.
NOTE: No cash can be accepted to pick up the bid documents. Check or money order to be made payable to the H.F. Lenz Company.

A certified check or bank draft, payable to the order of the Lackawanna County Treasurer, negotiable U.S. Government Bonds, or a satisfactory Bid Bond executed by the Bidder, and an acceptable surety authorized to do business in the Commonwealth of Pennsylvania, in an amount equal to ten percent (10%) of the bid for the McDade Park Pool Renovations and New Bath House Construction shall be submitted with each bid.
The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds each in the amount of 100% of the contract price, and certificate of insurance prior to the award of the contract.
