The Lackawanna County Department of Planning and Economic Development offers Grants Management to assist municipalities, non-profits, businesses, and developers with grant research and information to help their projects and communities.
Lackawanna County offers research, guidance, and grant administration on Federal, State, and local/foundation opportunities such as:
Redevelopment Assistance Capital Program Grants (RACP) – Commonwealth of Pennsylvania – Project amount must be $1 million or more and requires a 50% match. A grant program administered by the Office of the Budget for the acquisition and construction of regional economic, cultural, civic, recreational, and historical improvement projects. RACP projects are authorized in the Redevelopment Assistance section of a Capital Budget Itemization Act, have a regional or multi-jurisdictional impact, and generate substantial increases or maintain current levels of employment, tax revenues, or other measures of economic activity. RACP projects are state-funded projects that cannot obtain primary funding under other state programs. Program Information is available at:

Local Share Monroe County Program Grants (LSA) – Commonwealth of Pennsylvania – Commonwealth Financing Authority – Project amounts vary, no match required. LSA funds may be used for economic development, community development and public interest projects.
Business Improvement Grant Program- Lackawanna County established the Lackawanna County
Business Improvement Grant Program to promote economic development and spur local economic growth by encouraging the private sector to pursue exterior façade improvements, purchase/install new equipment or improvements on an existing facility to accommodate the purchase/installation of new equipment leading to the creation or retention of vital full-time jobs in Lackawanna County.
- Reimbursable up to $5,000, awarded on a 50/50 match basis
- Since 2016, there have been 90 business recipients
- $435,847 awarded, $1.5M in total project costs leveraged
