Commissioners Honor Msgr. Joseph Kelly

The Lackawanna County Commissioners presented a proclamation to Msgr. Joseph P. Kelly, inside left, in recognition of his retirement as Diocesan Secretary of Catholic Human Services and Executive Director of Catholic Social Services. Msgr. Kelly has long been synonymous with advocating for the poor and those in need. He has administered a number of adoption, housing, emergency relief and counseling services and has been very active in managing or volunteering with various youth, social service and religious programs. Monsignor’s most recent assignment was overseeing the operation of the St. Francis of Assisi Soup Kitchen.
