The Primary function of the Register of Wills is to probate or legally establish the validity of a decedent’s will. In cases where a will does not exist, the Register of Wills will appoint a Personal Representative based on Pennsylvania Intestacy Laws. The Register of Wills is also an agent for the Pennsylvania Department of Revenue, collecting in excess of $14 million dollars of Inheritance Tax revenue annually.
Another chief responsibility of the Register of Wills office is the management, storage and preservation of filings dating as far back as 1878, making this office an excellent resource for genealogical research.
Office hours are Monday through Friday from 9:00 A.M. to 4:00 P.M. (Except holidays). The office is located at:

Commissioners Void Contract; Free Access Restored
The Lackawanna County Commissioners have officially voided today (November 20) a contract with Infocon, a records technology firm, which charged a fee for accessing, searching and reviewing documents and cases in the Register of Wills Office and Clerk of Judicial Records offices, respectively.
The Commissioners along with County Solicitor Atty. Frank Ruggiero worked with Infocon to void the contract that was approved at the November 4 Commissioners meeting.
This action and the reinstatement of the original contract with Infocon, which provides free public access to records, through the County portal, went into effect today (November 20) at 1 pm.
The Commissioners will formally rescind Resolution 20-0224, the new contract, at the next regular meeting slated for December 2.
